本書探討如何把握結構轉型面臨的機遇與挑戰、如何以結構性改革實現結構轉型的重大突破、如何以制度型開放推進位度性變革等問題。本書從產業結構轉型、科技結構轉型、消費結構轉型、城鄉結構轉型、能源結構轉型、貿易結構轉型涉及的重大問題等多角度進行分析，提出以結構轉型為主線的結構性改革的基本思路和以高水平開放推動結構轉型的相關建議。

作者簡介

遲福林，研究員，博士生導師，第十一屆、十二屆全國政協委員。中國（海南）改革發展研究院院長。兼任中國經濟體制改革研究會副會長、中國行政體制改革研究會副會長。國家「十三五」規劃專家委員會委員。國家行政學院、中國井岡山幹部學院、北京大學、浙江大學、東北大學等多家高等院校的特聘教授。多年致力於經濟轉軌理論與實踐研究，圍繞我國改革開放進程中的重大經濟、社會問題，在政府轉型和基本公共服務均等化等方面進行深入研究。在上述研究領域，共出版中英文專著四十余部，公開發表學術論文八百余篇，形成研究報告七十余部，提交了大量政策建議報告，在決策和實踐層面產生了積極影響。曾獲得「五個一工程獎」、「孫冶方經濟科學論文獎」、「中國發展研究獎」等研究獎項。享受國務院特殊津貼專家，2002年被中組部、中宣部、國家人事部和國家科學技術部聯合授予「全國傑出專業技術人才」榮譽稱號，2009年入選「影響新中國60年經濟建設的100位經濟學家」，2015年入選《20世紀中國知名科學家學術成就概覽（經濟學卷）》。
