My presentation is entitled the Next Generation EU Program as an Instance of Innovative Institutional Response to Public Health Crisis I would argue that the public health crisis could have disrupted the European Union， or at least could have aggravated internal division But that， on the contrary， was a shared collective response， and that， in fact， strengthened the Union Key institutional innovations， such as the enhanced role of the Commission， new EU-wide taxes and the issuing of euro bonds， have increased the supranational character of the EU Sovereign or， as I call them， national populist parties are weaker now in several member states， since there is a greater awareness that all EU citizens have a stake in ensuring European cohesion
In this presentation， I will first examine the sequence of policy decisions taken by the EU to face the main health， economic and social consequences of the coronavirus public health events， and point out key cleavages， compromises， forms of cooperation and conflict among European governance institutions (the European Council， the European Commission， the European Parliament， European Central Bank) and the member states I will then analyze the genesis and implementation of the core program of the EU』s response to public health crisis， i e Ne
